Source code na gagamitin sa May 11 election, ipinatago sa BSP

Inilagak ng Commission on Elections (Comelec) sa Bangko Sentral ng Pilipinas (BSP) ang source code na gagamitin para sa darating na eleksiyon sa Mayo 11.

Ayon kay Comelec Spokesman James Jimenez, ginawa nila ito bilang pagsunod sa Republic Act 9369, na nagtatakda sa poll body para ipatago sa BSP ang nasabing source code.

“We are doing this for safekeeping and to make sure that there is a copy that we can refer to in the future if ever the integrity of the machines are called into question,” pahayag ni Jimenez sa mga dumalong mamamahayag sa tanggapan ng BSP.

Bago nailipat ang source code, naunang lumagda sina Comelec officials Jose Tolentino Jr., Executive Director of the Office of the Executive Director and Law department, at Bartolome Sinocruz Jr., Deputy Executive Director for Operations, sa isang escrow agreement sa BSP na kinatawan nina Josephine Olivete, Director of Cash Deposit; Elmore Capule, Senior Assistant Governor and General Counsel, Legal Services; at Dahlia Luna, Senior Assistant Governor, Currency Management Sector.

Iginiit ni Tolentino na hindi nakuwestiyon ang integridad at kredibilidad ng source code simula pa nang idineposito nila ito sa BSP noong 2010.

Matapos ang pagpirma sa kasunduan, binuksan ng BSP at Comelec officials sa harapan ng mga mamamahayag ang dalawang kahon – isang dilaw na ballot box at black box na naglalaman ng tatlong pangunahing component ng source code, ang election management system, vote counting machine (VCM) at ang counting and consolidation system.

Inilagak ang source code sa loob ng protected vault ng BSP, habang saksi ang mga opisyales at media.

Mangangailangan ang Comelec ng court order at pahintulot mula sa electoral tribunals kung sakali mang kailanganin ang source code para buksan ang vault at kuhanin ito.
